The People’s Plan

Our Moment

As we watch the Trump Administration dismantle critical institutions—from the Department of Education to diversity, equity, and inclusion programs that have provided opportunity for millions — Americans are asking: what can we do?

The answer is clear: The People Have Had Enough.

This campaign offers more than identifying problems and offering resistance. We offer a bold vision that doesn't simply fight to restore what we've lost—we forge a path forward that creates opportunity, builds communities, and ensures prosperity for all.

The People's Plan is about creating opportunity, not destruction. Where others tear down, we build up. We are building a community where every single person in it no matter what their background and where they live, has the opportunity to thrive (not just get by day to day).

Healthcare

Building a Healthy America Where Everyone Can Thrive

Every American deserves access to affordable, comprehensive healthcare. We will:

  • Expand and Strengthen the Affordable Care Act by increasing subsidies for middle-class families, closing the Medicaid coverage gap in holdout states, and creating a public option to increase competition and drive down premiums

  • Lower Prescription Drug Costs by allowing Medicare to have negotiated prices for all medications, capping out-of-pocket costs, ending patent abuse by pharmaceutical companies, and allowing safe importation from Canada

  • Provide Medicare Premium Relief by reducing Part B and Part D premiums for low-income and expanding coverage to include dental, vision, and hearing services

  • Address Health Disparities by increasing funding for research into diseases disproportionately affecting communities of color (e.g. triple negative breast cancer), establishing a national task force on Black maternal mortality with binding recommendations, requiring hospitals to collect and report demographic health

Economic Opportunity

Building Prosperity from the Ground Up

A strong economy works for everyone, not just those at the top. We will:

  • Secure Social Security for generations by lifting the cap on payroll taxes for the wealthiest, ensuring the trust fund remains solvent through 2100, and increasing benefits for the lowest-income seniors

  • Empower Small Businesses by expanding access to SBA loans with reduced fees and simplified applications, moving dollars into the hands of CDFIs to lend in more equitable ways to women and minority small businesses, creating tax incentives for businesses in economically distressed communities, establishing small business incubators in partnership with community colleges, and leveling the playing field so entrepreneurs from all backgrounds can compete

  • Make Daily Life More Affordable by strengthening antitrust enforcement against price-fixing and monopolistic practices in the grocery sector, investing in regional food supply chain infrastructure to reduce distribution costs, expanding agricultural subsidies for small and mid-sized farms, reforming tariff policies to reduce costs on consumer goods, and establishing a federal task force on price gouging with enforcement authority

  • Guarantee Living Wages by raising the federal minimum wage to $15 per hour and indexing it to inflation, ending the subminimum wage for tipped workers and workers with disabilities, and strengthening worker organizing rights and collective bargaining protections

  • Expand Pathways to Good Jobs by quadrupling funding for registered apprenticeship programs in high-demand sectors like clean energy, healthcare, and advanced manufacturing, creating tax credits for employers who sponsor apprenticeships, and partnering with unions and community colleges to build career pipelines in underserved communities

Building Resilient Communities

Our infrastructure must meet the challenges of the 21st century. We will:

  • Protect Communities from Climate Threats by substantially increasing federal flood mitigation funding, prioritizing vulnerable communities that have been historically underinvested, upgrading stormwater systems and natural flood barriers, and incentivizing climate-resilient building codes

  • Transform Disaster Response by fully funding FEMA and ending arbitrary bureaucratic delays, streamlining the disaster declaration process, creating a dedicated disaster recovery workforce, ensuring equitable distribution of recovery funds, and establishing community resilience hubs in hurricane- and flood-prone areas

  • Build Transportation for the Future by investing in multi-modal transit solutions—including bus rapid transit, light rail, bike infrastructure, and pedestrian-friendly design—to accommodate 4.2 million new residents anticipated in our 8-county region by 2045, reducing congestion and carbon emissions while connecting people to jobs and opportunity

  • Address the looming insurance crisis by providing federal solutions to the inability of people across America to secure insurance in areas that are catastrophe-prone.

Infrastructure Investment

Housing

A Home for Every Family

Safe, affordable housing is foundational to opportunity. We will:

  • Address the looming insurance crisis by providing federal solutions to the inability of people across America to secure insurance in areas that are catastrophe-prone.

  • Increase Federal Housing Investment by tripling Community Development Block Grant (CDBG) funding with requirements that funds directly address affordable housing disparities, incentivizing mixed-income developments, and holding jurisdictions that fail to meet affordable housing benchmarks accountable

  • Establish a Housing Solutions Center in the district to provide one-stop assistance through case management collaboration with the federal, state, local and nonprofit sectors for home repair & reconstruction, first-time homebuyers navigating the process, homeowners at risk of foreclosure, and families seeking emergency shelter or transitional housing or long term housing

  • Expand Housing Supply by providing tax incentives for developers who build affordable units, converting vacant commercial properties into residential housing, supporting community land trusts and the use of CDCs

Education

Investing in Our Children's Future

Quality education is the foundation of democracy and prosperity. We will:

  • Fully Fund Public Schools by diversifying revenue sources beyond property taxes to reduce inequality between districts, establishing a federal Education Equity Fund to support schools in low-income areas, increasing teacher pay to competitive professional levels, and modernizing school facilities, particularly in underserved communities

  • Make Higher Education Affordable by reducing charges to attend community college and universities, expanding Pell Grants to cover the full cost of attendance at public universities for families who need it, and reinstating student loan forgiveness

  • Expand Career and Technical Education by funding career pathways programs in high schools, strengthening partnerships between high schools, community colleges, and employers, and ensuring every student graduates with either college credits, industry certifications, or a clear pathway to employment

The Path Forward: How We Win

Policy without a pathway to power is merely aspiration. Here's how we turn vision into reality:

1

Civic Participation: Flip the House in 2026

Democracy works when people participate. We will:

  • Launch the largest voter registration drive in district history, strategically targeting  new voters and those who have moved.

  • Combat disinformation and misinformation with fact-based rapid response teams and community education

  • Ensure every voter knows their polling location, early voting options, and the new boundaries of the 18th Congressional District

  • Organizing infrastructure to mobilize voters

2

Legislative Advocacy: Demand Action from Elected Officials

We will mobilize constituents to:

  • Pressure representatives to support The People's Plan priorities through coordinated call-in campaigns and town hall participation

  • Pass the John Lewis Voting Rights Act to restore protections against discriminatory voting laws

  • Support legislation that advances our priorities at every level of government

3

Strategic Litigation: Defend Rights in the Courts

The courts are a critical battleground. We will:

  • Use our spending power to hold accountable the corporations that are undermining our values and instead give to organizations fighting Trump administration overreach and unconstitutional policies (NAACP Legal Defense Fund, LULAC, ACLU, and others)

  • Challenge racially gerrymandered redistricting maps that dilute the power of communities of color

  • Build a pipeline of progressive judges by supporting strong nominees at every level

4

Grassroots Activism: Sustain the Movement

Movements succeed through persistence. We will:

  • Organize monthly community actions to maintain momentum and visibility

  • Launch selective buying campaigns that hold corporations accountable to our values

  • Build coalitions across labor, faith, civil rights, and community organizations

  • Train the next generation of organizers and activists

5

Accountability: Watchdogs and Transparency

Sunlight is the best disinfectant. We will:

  • Protect and support whistleblowers who expose corruption and abuse

  • File Freedom of Information Act (FOIA) requests to uncover hidden policies and track implementation

  • Defend press freedom and support investigative journalism

  • Create citizen oversight committees to monitor government action

BONUS

Cultural Preservation: Don’t Forget to Tell Our Stories

In an era of erasure, we must be the authors of our own narrative. We will:

  • Document and share the authentic history of our communities through digital archives, oral history projects, and educational resources

  • Support artists, writers, and creators who tell our stories

  • Ensure our children see themselves in the curriculum and understand the full complexity of American history

  • Build cultural institutions that preserve and celebrate our heritage
